Chief Castro was promoted to the rank of Sergeant in 1995\, and was promoted to the rank of Lieutenant in 1999. In 2004\, Chief Castro was promoted to the rank of Captain managing the daily operations and budget for the entire department. In January 2011\, Chief Castro was promoted to Chief of Police for the Glendora Police Department. \nChief Castro was selected by his peers as the department Officer of the Year in 1991 and 2000.\nHe graduated Magna Cum Laude from Azusa Pacific University in 1997 with a Bachelor of Science degree in Applied Business Management and earned a Master’s Degree in Business Management from APU in 2005. He is also a graduate of the West Point Military Academy Law Enforcement Leadership Program\, and a graduate from California POST Command College. \nOn December 16\, 2013\, Chief Castro was sworn-in as Glendale Police Department Chief of Police. \nChief Castro has focused police department resources to address homeless issues\, traffic safety and technology advancement. He believes all employees are an organization’s most important focus and encourages personal and professional development. \nChief Castro and his wife Cynthia have been married for 25 years and have two sons. \n• Woman of the Year- Nancy Guillen\, Business Woman\nNancy is the CEO of True Integrity Insurance & Payroll Services\, in Burbank\, a full service insurance agency and payroll company serving Burbank and surrounding communities for over 7 years. Prior to establishing her insurance/payroll agency\, Nancy had a 22 year background in the medical industry. \nNancy’s volunteer work started approximately 32 years ago\, dating back to being a school room Mother\, Parents Teachers Association\, Booster Clubs\, chaperoning and working closely with Athletics’ in many school and community programs. She is also very involved with the American Cancer Society\, Relay for Life as a Co-Team Captain\, raising funds for Cancer\, Fiesta of the Spanish Horse (Cancer fundraising) volunteer with 4 of those 6 years being spent as Event Chairperson\, Glendale Kiwanis\, Family Promise of the Verdugos\, Vice President and Family Services and Immediate Past Chair of the Burbank Chamber of Commerce. Her support of less fortunate families and homelessness and cancer are causes dear to her heart. \nNancy will continue to strive to make the lives of those less fortunate a priority in her life. \nHer family is daughter Cindy E. Guillen\, Jr and her Angel of course su “nieta linda” Natalia. \n• Organization of the Year- Verdugo Jobs Center\nThe Verdugo Jobs Center is a full-service career center located in Glendale. Through grant funding\, the VJC provides customized training and education to build the talent pool that is ready to fill today’s employment vacancies\, saving time and resources for our local businesses. Their mission is to transform lives\, businesses and the community through innovative workforce services. The Workforce Development Board oversees the VJC and envisions an economically vibrant\, tri-city region with thriving businesses\, youth and job-seekers on career paths that reflect their highest potential. \nThe Verdugo Job Center which also houses partners such as the State of California Employment Development Department (EDD) & Department of Rehabilitation (DOR)\, among others\, provides integrated services to customers in one location. Moreover\, the VWDB celebrated an astounding 30\,936 customer visits last year\, with more than 1\,000 of these job seekers enrolled in individual services. Their programs provided services to 200 youth receiving public cash assistance; 40 youth with disabilities; 30 in the foster care system; 20 youth on probation; 10 were either pregnant or parenting teens; and 5 were homeless. \nTo proactively assist in economic recovery\, the VWDB has aggressively expanded its business services by holding 59 hiring events at the VJC. The VWDB responded to 44 employers experiencing workforce reductions\, affecting more than 1\,400 employees. The VWDB also conducts individual business needs assessments and coordinates services to assist businesses and ensure potential layoffs are averted.
